 "description": "<DIV STYLE=\"text-align:Left;\"><DIV><DIV><P><SPAN>The Highway Performance Monitoring Survey (HPMS) is completed each year by every state and submitted to the Federal Department of Transportation. Each states HPMS submittal acts as a snapshot of the state's roadway conditions for the given reporting year. On the federal level HPMS is used for country wide transportation planning, roadway analysis, and federal funding apportionment. Concurrently, HPMS data will be used for Transportation Performance Management planning and target setting starting in 2018. <\/SPAN><\/P><P><SPAN /><\/P><P><SPAN>In terms of the use of HPMS data by Idaho Transportation Department (ITD) employees, this data should be used for research and planning purposes only. The HPMS submittal is unique in that it touches on many different data points including pavement condition data, safety data, planning data, and inventory data. The broad spectrum of data points housed in one package makes the HPMS submission a holistic snapshot of road conditions. However, that being said, there are a number of things that should be considered and understood when using HPMS data. <\/SPAN><\/P><P><SPAN /><\/P><P><SPAN>A. THIS DATA IS NOT CURRENT <\/SPAN><\/P><P><SPAN>B. This is static data that should not and will not be updated <\/SPAN><\/P><P><SPAN>C. Some data points might differ historically from the official datasets in ITD's data mart <\/SPAN><\/P><P><SPAN>D. Some data points within are completely HPMS specific and will not be found in the data mart<\/SPAN><\/P><\/DIV><\/DIV><\/DIV>",
